President of Turkmenistan Serdar Berdimuhamedov signed two decrees at a Cabinet of Ministers meeting, authorising the state concerns Turkmengas and Turkmennebit to conclude pipe purchase contracts with Chinese manufacturers.
The first goes to Turkmengas, which is authorised to sign with Julong Steel Pipe Co., Ltd. for steel pipes required by construction work carried out by its subordinate enterprises.
The second goes to Turkmennebit, which is authorised to sign with Wuxi SP Steel Tube Manufacturing Co., Ltd. for casing and drill pipes to be used in drilling operations at production and exploration wells.
Both decrees came from the same meeting, and Turkmenistan’s official media reported them together. That is not a detail to skim past.

Why two products, not one
Casing and drill pipe are upstream products. They are seamless, they are governed by API 5CT, and they carry the tightest requirements in the pipe trade: wall thickness tolerance, ovality, drift, thread and coupling performance, and non-destructive testing that has to hold up at depth and pressure.
Construction pipe is a different supply chain. It is largely welded, ordered to line pipe or structural specifications, and judged on dimensional accuracy, coating and delivery scheduling rather than on collapse resistance.
Deputy Chairman of the Cabinet of Ministers Guvanch Agajanov reported on work in the oil and gas sector, covering measures to increase natural gas output, maintain stable domestic supply, and develop hydrocarbon fields. President Berdimuhamedov noted that the country is carrying out systematic efforts to modernise the industry, signed the documents, and instructed the deputy prime minister to continue work in the sector.
What does this mean for buyers in Turkmenistan?
Three things are worth noting if you supply or procure pipe in Central Asia and the Caspian.
First, Chinese mills are being validated at state procurement level. When national oil and gas concerns in the region award pipe supply to Chinese manufacturers, the reference price for the whole market shifts. Distributors and trading companies quoting into Turkmenistan, Kazakhstan or Uzbekistan will increasingly be measured against Chinese mill pricing, not European or Turkish offers.
Second, state-level procurement moves in batches and in writing. Decrees produce defined volumes with defined documentation requirements. Mill test certificates, third-party inspection and origin paperwork are decided early, not negotiated at the port.
Third, casing demand is a leading indicator. When a national concern authorises drill pipe and casing purchase, drilling activity is already scheduled. For suppliers, that is the moment to book production slots, not the moment to open negotiations.
Where we stand, stated plainly
JS FITTINGS is not a party to either contract, and we have no role in them. We cover this news because our customers in Central Asia and the Caspian ask us what is driving regional demand, and because the two-decrees structure says something useful about how the market is being resourced.
What we can speak to with authority is our own supply capability. We are a Chinese industrial steel pipe manufacturer and supplier based in Yanshan, Cangzhou, Hebei, with more than 40 years in the trade. Our lines are seamless steel pipes, ERW steel pipes, LSAW and SSAW steel pipes, supplied to industrial-grade specifications only — no food-grade or sanitary pipe.
Capability, briefly:
- Products: seamless pipe (hot finish 2″–30″, cold drawn 1/4″–18″), ERW steel pipes (6–820 mm OD), LSAW steel pipes (406–1570 mm), SSAW steel pipes(219–3120 mm), coated and 3PE pipe, etc.
- Standards: API 5L, API 5CT, ASTM A106 / A53 / A333 / A335 / A252 / A500, EN 10210 / 10217 / 10219, DIN, JIS, BS
- Certifications: ISO, CE, GOST-R, PETROBRAS, ADNOC, NIOC
- Capacity and delivery: 90+ containers per month, 95% on-time delivery, 15–30 days for one container from order confirmation
- Service: 2-hour response, 24-hour proposals, 7×24 support; complaint rate under 0.5%, repurchase rate 98%
Third-party inspection can be scheduled alongside production, which matters for state and project tenders where the inspection certificate is part of the release condition.
If you are planning drilling, pipeline, or water infrastructure work in Central Asia, send the specification or BOQ. You get a technical response within 2 hours and a priced proposal within 24 hours.
